Functions

  1. The State Secretariat for Budgets and Expenditure, under the direction of the head of the Ministry of Finance and the Civil Service, directs and coordinates actions relating to the planning, programming and budgeting of the State Public Service and its personnel costs; the design, planning, coordination and monitoring of actions relating to European funds and their financing, especially the management of funds allocated to regional economic policy, regional incentive policy and the monitoring; and management of Spain's participation in the budget of the European Union.
  2. The State Secretariat for Budgets and Expenditure is responsible for drafting the proposal for budget stability targets and the State’s non-financial expenditure limit. It will monitor compliance with budget stability targets, public debt objectives, and the expenditure rule with regard to the entirety of the public sector and it will propose measures aimed at correcting any deviations that may occur.
  3. The management centres of the State Secretariat for Budgets and Expenditure, as well as its dependent or related entities or bodies, responsible for the economic-financial information to be provided to the Ministry of Finance and the Civil Service in compliance with the provisions of Organic Law 2/2012, of 27 April, its implementing regulations, the regulations of the European Union and other applicable economic-financial regulations, are responsible for sending this information for the purposes of publication to the Economic-financial information centre of the Public Administrations under the terms provided for in the regulations.
  4. The following management bodies report to the State Secretariat for Budgets and Expenditure:
    1. The Secretariat General for European Funds with the rank of sub-secretariat, to which the Directorate-General for European Funds and the Directorate-General for the Recovery and Resilience Facility Plan.
    2. Directorate-General for Budgets.
    3. The Directorate General for Personnel Costs.
  5. It reports directly to the head of the State Secretariat for Budgets and Expenditure, with the basic level of Sub-Directorate General, a Cabinet, as the body that provides immediate assistance to it, according to the structure established in Article 23.3 of Royal Decree 139/2020, of 28 January, without prejudice to its functional dependence on the Director of the Cabinet of the head of the Ministry for all those matters that the overall coordination of the department requires.
  6. For the legal advice of the State Secretariat for Budgets and Expenditure, there will be a Public Prosecutor's Office, which will be integrated into that of the Department.
  7. The head of the State Secretariat for Budgets and Expenditure is responsible for coordinating the Expenditure Policy Committee, and will preside over it when the head of the Ministry of Finance and the Civil Service does not.
  8. The head of the State Secretariat for Budgets and Expenditure is the chair of the Programme Analysis Committees.
  9. EThe head of the State Secretariat for Budgets and Expenditure will be a member of the Financial Coordination Committee for Property and Heritage Management.
  10. The head of the State Secretariat for Budgets and Expenditure will be the Chair of the Public Investment Committee, which is referenced in Law 22/2001, of 27 December, which regulates the Interterritorial Compensation Funds, whose composition will be dictated by Ministerial Order.
  11. The head of the State Secretariat for Budgets and Expenditure will be the chair of the Regional Incentives Governing Council.
  12. The head of the State Secretariat for Budgets and Expenditure will be the head of the Special Delegation of the Ministry of Finance and the Civil Service at RENFE-Operadora. The administrative units that make up this Delegation will depend organically and functionally upon it.
  13. The head of the State Secretariat for Budgets and Expenditure shall act as chair of the Inter-ministerial Remuneration Committee.
  14. The head of the State Secretariat for Budgets and Expenditure shall chair the Committee for the Monitoring of Collective Bargaining in Public Companies.
