The State Secretariat for Budgets and Expenditure directs and coordinates, under the authority of the Minister of Finance:
The formulation of criteria and objectives for budgetary policy, the multiannual programming of expenditure and income programmes in the State public sector, and the preparation of
General State Budgets, their monitoring and evaluation of their implementation, through the General Directorate of Budgets.
- The planning, programming and budgeting of state public sector personnel costs through the
Directorate-General for Personnel Costs.
- The design, planning and management of Community funds and the State implementation of the regional incentive policy, as well as the monitoring and management of Spanish participation in the European Union Community budget, through the
Directorate-General for European Funds.
In the exercise of these functions, its head coordinates the Committee on Expenditure Policy and the Committee on Revenue, chairing them in the absence of the Minister of Finance, and presides over the Programme Analysis Committees, also holding the vice-chairmanship of the Committee on Financial Coordination of Real Estate and Property Activities. He also chairs the Committee on Public Investment and the Governing Council for Regional Incentives, and is also the head of the Special Delegation of the Ministry of Finance to RENFE-Operadora, with the administrative units that make up the Special Delegation being functionally and organically attached to it.
