Functions

Shall perform the functions set out in the following paragraphs:

• The definition of the Spanish position in the negotiations for the approval and revision of the successive Multiannual Financial Frameworks of the European Union, without prejudice to the coordination competencies attributed to the Ministry of Foreign Affairs, European Union and Cooperation.
• The negotiation, development, evaluation and revision, in coordination with the different administrations, funds and other instruments of the European Union, of the Agreements, Strategies or Frameworks used for the preparation of the operational programmes co-financed with the European Funds; as well as the negotiation, development, programming, planning, evaluation and modification of the operational programmes and other forms of intervention co-financed with the European Regional Development Fund (ERDF), and other funds assigned to it.
• Guarantee the implementation of the evaluation activities provided for in the regulations relating to the various funds managed, in coordination with the territorial authorities; promote compliance with the horizontal principles of gender equality, equal opportunities and non-discrimination, accessibility and sustainable development, as well as ensure compliance with the principle of additionality.
• And those which, by virtue of its competencies, apply to it in the following paragraphs:

• Coordinating and monitoring the implementation of programming co-financed by the European Funds through the use of tools to integrate information from these Funds, whether or not they are included in the Association Agreement.
• La negociación con la Comisión Europea y otras instituciones de los asuntos relacionados con la regulación del FEDER, el FTJ, la Cooperación Territorial Europea, los instrumentos de financiación exterior de la Unión Europea y otros fondos que se le asignen.
• La cooperación y coordinación con las Administraciones territoriales, en lo relativo a la programación, gestión, evaluación, seguimiento y comunicación de las actuaciones realizadas con el FEDER, la Cooperación Territorial Europea, los instrumentos de financiación exterior de la Unión Europea, el FTJ y otros fondos que se le asignen.
• La representación en los comités y grupos de trabajo de coordinación de fondos europeos y de otros comités u órganos colegiados donde sea competente y la coordinación e impulso de las Redes Temáticas relacionadas con el FEDER, el FTJ y otros fondos que se le asignen.
• Todas las actuaciones necesarias para la finalización y cierre de los programas operativos del FEDER, el FTJ, la Cooperación Territorial Europea, los instrumentos de financiación exterior de la Unión Europea y otros fondos que se le asignen.
